Bug#1008470: plplot: diff for NMU version 5.15.0+dfsg-24.1

Dear maintainer,

as this issue blocks the python3.10-default transition, I've prepared an
NMU for plplot (versioned as 5.15.0+dfsg-24.1) and uploaded it to
DELAYED/2. Please feel free to tell me if I should delay it longer.
