Bug#893023: [RFS] librsl 1.50-1, fixes riscv and flex FTBFS

Hi,

I uploaded new upstream for librsl and added a patch to fix the FTBFS for riscv and allow it to build with flex >= 2.6. Can someone please review and upload if it looks good? Changelog entry is below.
