Please drop the unnecessary versioned build-dependency on
python3-scipy to allow python-xarray to migrate to testing.

In other words:

-               python3-scipy (>= 1.8.1-8) <!nocheck> <!nodoc>,
+               python3-scipy <!nocheck> <!nodoc>,

I would point to the commit to revert on salsa, but it seems recent
changes haven't been pushed.
