ipe-tools fails to build with poppler 22.02. I plan to upload poppler
22.02 to unstable soon.

This bug can be fixed by upgrading to 7.2.20.1 or newer or by
cherry-picking this commit:
https://github.com/otfried/ipe-tools/commit/e57018e199c
