Sorry about that. For my defense, in a few cases the author changed the 
LICENSE file but the source files are not always up-to-date. In 
particular, please reject gvars3 in its current shape 
(0.0~git20170608085742.55c3f04-2): the upstream Git log clearly shows a 
license change, but the source files haven't been updated yet. I'll 
contact the author for clarification.
