Bug#1007890: FTBFS: No module named 'ipython_genutils'

This looks like a missing dependency on python3-ipython-genutils, though 
I haven't actually tested adding that.  (That package was installed when 
current theano was built on the arch:all buildd, suggesting that this 
bug was triggered by something dropping a dependency.)

I'm not sure whether it's src:theano or python3-nbclient that should 
have that dependency.  (python3-nbclient's autopkgtests do pull that 
package in, though I don't know via what chain.)
