What is the justification for this severity? Other packages need
patches to support new versions of dependencies.
I will investigate how to get SCons to pick up the boostpython system
libs again but it may be necessary to retain the current patch method
and I don't see why that is against Policy. It's not pretty, I agree,
but I have not (yet) found an alternative.
