Dear Maintainer,
openigtlink package is pretty old and obsolete on Debian, we should consider update the package to a recent version.
Current version contains a bug already fixed on upstream:
On Linux OS, only a shutdown() was performed on socket descriptors, leading to an undestroyed socket.
When creating a server, activate it and then deactivate it, afterwards, the socket could not be activated again.
To fix this newest versions of openigtlink also call close() on socket descriptor.
See the upstream issue from 2017: https://github.com/openigtlink/OpenIGTLink/issues/133
