Bug#1011386: openblas FTBFS due to *combssq deprecated from lapack

Justification: FTBFS

According to lapack 3.10.1 release note and upstream pull request 570,
xCOMBSSQ has been deprecated. Openblas upstream source has not yet
adapted to this change. And thus FTBFS due to missing the following
two symbols (fortran ABI):
  scombssq_ dcombssq_

I think this should be straightforward to fix as long as we remove
the two symbols from openblas symbol check.
