New dependency in pandas

Thank you for the notification about the new pandas dependency.
There is an Apache Arrow packaging work in progress[1].  I see
it contains among other bindings pyarrow[2].  Overall the Arrow
distribution looks to require some rather heavy lifting, and the
packaging work seems to have stalled for the moment.  I would
say help will be welcome to get pyarrow packaged in Debian.
