Unfortunatly I cannot reproduce this issue… Here, the addon manager just works…

After you've recompiled, did you try reinstalling again from the archive?
How did you build from the dsc? Using some tool like sbuild or pbuilder?
Maybe the buildinfo files has some hints what's different on your build…
If you still have it, please consider to add it to this bug…
