Bug#1031884: pytango FTBFS on big endian architectures

Since version 9.3.4-1, pytango fails to build from source on big endian
architectures. Since then, its binaries have been removed from s390x and
thus this bug is no longer release critical. A number of people have
looked into this already and the upstream issue contains the best
account of it. I'm filing it here to document the status quo such that
someone uploading pytango is not surprised by the build failures.
