Should this go ahead before the freeze?  I think yes if the new dask 
works, but am open to disagreement.

(The fixes in Salsa for #1026351 and #1027576 would probably work on 
either pandas version.)

Reverse dependencies that would break:

dask #1025393: Probably fixed upstream, but I haven't checked either 
whether that works or whether it breaks anything else; I'm working on this.

ulmo #1017573: Looks easy to fix but I haven't tried yet.
