Bug#1040694: Proposing a way to solve #1040694

Hello Julien,

I am writing to you in addition to the sole bug report as you are the 
uploader of coinor-cbc.

Because we saw an ABI breakage between versions 2.10.8 and 2.10.10 which 
affects rdeps, I propose to:
- Revert the version in unstable to 2.10.8, with upstream version number 
being 2.10.10+really2.10.8+ds1;
- Upload 2.10.10+really2.10.10+ds1 (containing upstream 2.10.10) to 
experimental with a SOVERSION raised to 3.1 and renaming the shared lib 
package to coinor-libcbc3.1, hereby using a SOVERSION higher than the 
upstream one but still being lower than the "4" they could adopt in the 
future;
- Lead a classic library transition so that rdeps are rebuilt.

I volunteer to do this if you want, as this is a blocker for my workflows.
