Bug#1042583: vnlog ftbfs on qemu-user buildds

The file test/test_python3_parser.sh misses a trailing shebang
which makes the package fail to build on qemu based buildds.

Please add:
#!/bin/bash
to the top of test/test_python3_parser.sh to fix it.
(for example the test/test_c_api.sh has this shebang)
