Do you have python3-git installed? the preferences dialog says it needs it for a few operations…

(Though, I don't think that is you issue, as even if I uninstall pyton3-git, my Addon Manager still works.)

But still, please try it and report back. 

(I'm downgrading the severity to normal, due to the non-reproduciblity and it seems also that noone other at least
reported they have the issue.)
