Bug#1033907: numba: autopkgtest regression: segmentation fault on arm64

I'm not really sure what to do about it.

I looked some and there are a variety of different types of segfaults
triggered by numba on arm64. I wasn't able to find any particular
patterns.

I have most of the patches they initially recommended but upstream has
moved on to released 0.57.0 which supports python3.11, numpy 1.24, and
llvm 14. Unfortunately it also wants llvmlite 0.40.0.

There's quite a lot of differences from our patched 0.56.4 and their
released 0.57.0.

I was hoping to make a backports version of numba 0.57 when possible,
though that also will take a backport of llvmlite.

It'd probably be easier to get upstream to help with debugging 0.57
