Bug#988426: scilab, scilab-cli, scilab-test: metapackages uninstallable on 32-bit architectures

Hi,

I am afraid I am missing the point here: it does not hurt anyone if the 
metapackages are not installable because their dependencies are not.

Additionally scilab-test is huge and it makes no sense to make it 
Architecture: any and duplicate it for every arch.
