That sounds like https://bugs.launchpad.net/ubuntu/+source/mawk/+bug/2052392
Can you try with adding --mode=unshare to the mmdebstrap call?

Well the bug report is already four years old..

Can you run this:

echo "find_package(PCL)" > CMakeLists.txt
cmake --trace-redirect=out .

And send the out file?
