mlpack for Debian Bookworm

[Bahram Maleki Fard]

Hi,

I was wondering why mlpack has not been added to Debian12, whether it's 
still on the agenda and if there's a general timeline for that.

 From https://tracker.debian.org/pkg/mlpack I can see that it had been 
removed from "testing" back in 2022, but I couldn't find out information 
on the "why" and on what the current development/state on that package is.
