Bug#1056878: RFH: qiskit-terra

Hi,

since qiskit-terra has two RC bugs (#1027203 and #1056878 in CC) and
nobody who has expressed any help with this package I wonder whether
we can keep this package in Debian.  I had a look in later upstream
versions but even in 0.13.0 there is a not yet packaged dependency
retworkx[1] which seems to become not used in lates upstream any more
but this becomes quite rust-dependant. So tags later than 0.19.2
need Rust crates.io-index[2] and I personally do not have any experience
with packaging rust.

Given that we have no real capacity to catch up with upstream sensibly
I wonder whether it makes sense to keep this package inside Debian.

I have not analysed the upstream status of qiskit-aer.  If it will
require similar new dependencies I wonder whether we should remove both
packages.  While it seems to be not very hard to fix the RC bugs in both
packages it does not make much sense to fix very outdated software.

What do you think?
