ucx 1.17.0+ds-2 has temporarily dropped ppc64el as a supported arch to
allow it to proceed.

But the new ucx is blocked from migrating to test because of the old
ppc64el builds.

I think we therefore need to remove ucx packages for ppc64el from
unstable (and/or testing).  This ucx issue is blocking the mpi
transition (mpich on 32-bit architectures)
