As far as I can tell this test failure simply got caught in the mpi
transition (mpich on 32-bit).

Nothing seems to be blocking mpi migration to testing apart from ucx
being removed from ppc64el (see Bug#1076579).  

I think that after the 32-bit mpi transition has migrated to testing,
slepc will be able to pass tests again.
