Dear maintainer,

Starting with version 5.13.4-1, ecflow uses --no-parallel in
debian/rules:

|    * d/rules: set --no-parallel to avoid out-of-memory issues
|    * Hard-code building only on python3.12 until py3.13 build issues solved

This is a pitty as ecflow takes a significant time to build. On the other hand
I haven't spotted any issue on the (official) build daemons. Could you please
only enable with --no-parallel for the cases where there are actual
out-of-memory issues?
