For the most part it seems to be the _4 variants of the tests that
failed.

My guess is that 4 is the number of the processes used for the MPI test,
and the test machine does not have 4 CPUs available.

OpenMPI 5 changed the env variables for allowing oversubscribing.
>From OMPI_ to PRTE_.  Might be that that's what needs updating.
