Removal of ignition-* packages

Hi all:

As the maintainer of the ignition-* packages it is my intention to remove
them from Debian unless someone has the time and motivation to update and
maintain any of them. If I checked correctly there are no external
dependencies out of this list.

ignition-cmake
ignition-common
ignition-fuel-tools
ignition-math
ignition-msgs
ignition-physics
ignition-plugins
ignition-tools
ignition-transport
ignition-utils
sdformat

Reasons:
 - Few users: see ignition-physics

 - The ignition family was renamed upstream and the whole family needs a
   migration to new package names.
 - The versions in Debian are quite old, EOL in December this year
 - RC on ignition-physics due to versions of compilers. It is stopping the
migrations of urdfdom and dart.
 - Upstream stopped sponsoring my time to work on these packages long ago
