Bug#1088191: coinor-ipopt: please provide the ipopt executable

Since Debian these days includes ASL
https://packages.debian.org/source/sid/libamplsolver
it should be possible to build the standalone ipopt executable, that
makes ipopt usable from many other tools. (Personally, I'm using it
from pyomo.)

Disclaimer:
Last time I built ipopt, I used ThirdParty-ASL as described by
https://coin-or.github.io/Ipopt/INSTALL.html so I can't yet say,
whether patches are needed to use the ASL in debian.
