Bug#1086242: petsc: version of petsc --with-64-bit-blas-indices ?

This is actually not entirely so straighforward.

It requires all packages down the chain to support 64-bit blas
indices, and PETSc configuration currently marks all of them as unable
to do it.

The configuration can be patched, but the packages will still need to
have the 64-bit BLAS support. In MUMPS, for instance.
