Bug#1082117: mlpack: Incorrect and missing dependencies

Dear Maintainer,

I was looking at the list of dependencies for mlpack and it appears to have
become out of date, likely due to a number of upstream refactorings:

https://packages.debian.org/sid/libmlpack-dev

 * The boost dependency is no longer required and can be fully removed.

 * The libxml2 dependency is no longer needed.  (That one went away a long time
   ago.)

 * The dependency on libmlpack3 isn't needed; mlpack is header-only as of mlpack
   4.x.

 * There is a missing dependency on libensmallen-dev.

 * I'm not sure why there is a dependency of libmlpack-dev on python3-numpy; I
   think that should only be in the python3-mlpack package.
