Bug#1102330: lmfit: test_manypeaks_speed failure on riscv64 - too slow

test_manypeaks_speed has a time limit which usually, but not always, 
fails on riscv64:

The obvious fix would be to either raise the time limits (there are 3, 
at tests/test_manypeaks_speed.py:33-35) or skip this test, preferably on 
riscv64 only.
