Bug#1102612: mpich 4.3 not initialising multiple processes

https://qa.debian.org/excuses.php?experimental=1&package=mpich suggests 
that the fix in experimental solved at least the 64 bits autopkgtest 
issues (experimental pseudo excuses only use amd64 and arm64). Is it 
time to upload this fix to unstable, such that mpich, libfabric and 
petsc can migrate? We're in the soft freeze, it's better to fix things 
sooner rather than later.
