Bug#1104207: webWizard directory missing making osmWebWizard.py unusable

Package: sumo-tools
Version: 1.18.0+dfsg-4

After running python /usr/share/sumo/tools/osmWebWizard.py
  my web browser opens with
file:///usr/share/sumo/tools/webWizard/index.html
and complains that the file is not there (and it is right).
The file got removed somewhere in the packaging process. It is part of 
upstream but the whole webWizard directory is missing from the package.
It is also not part of sumo or sumo-doc.

According to https://packages.debian.org/buster/all/sumo-tools/filelist 
the files were still there in buster but not anymore in bullseye
https://packages.debian.org/bullseye/all/sumo-tools/filelist

The derived ubuntu packages are affected as well but the packages in 
https://launchpad.net/~sumo contain the files.

I could not find out which part of the debian configuration causes the 
difference.
