In order to start VM from apache we need to be able to allocate a big amount of memory.
We need to customize the apache service by droping a file which contrain
[Service]
LimitMEMLOCK=infinity
in the package here
/lib/systemd/system/apache2.service.d/$YOURPACKAGE.conf
