Please unblock package lapack

[ Reason ]
This is a targeted bug fix for smoothing the upgrade path
to trixie:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1110359

[ Impact ]
The user might see some confusing apt dependency resolving
in some rare cases.

[ Tests ]
There is a one-line reproducer in the bug report.

[ Risks ]
Zero risk. This is a dependency tree fix for smooth upgrades.
