Bug#1112291: internal_pmix

Hi,

Yes, It would be good to make internal_pmix configurable, as this is the 
second time its happened.
Its a pain though as d/control needs to be edited on both openmpi and 
pmix (a Breaks: is needed there for a clean transition). I'll document 
the procedure at least.
