Yes this is certainly not expected. highs is built using skbuild, which calls cmake
Itself and prevents many conventions used by dh (e.g. DESTDIR). So I have to do
some ugly things in d/rules. And this was something I missed out.

Please try the new highs_1.12.0+ds1-2 (just uploaded), it should fix this.
