Dear Maintainer,

I've attached a patch.

A new package `libpmix-doc` contains the documentation. `libpmix-dev`
has a `Recommends` dependency on it.

`libpmix-doc` does not need to depend on anything because the HTML
documentation is pre-built and includes a copy of jquery.

Subject: [PATCH] Install docs in a separate package

The documentation is built using Sphinx and copies jquery, so it opens
just fine without them installed.
