It seems the provides was introduced in
https://salsa.debian.org/science-team/openfst/-/commit/1de604f36884caa99bb054a125f73ad96d504057
which is in oldstable.
I assume the provides can just be removed. I'm not sure that the provides was
correct in the first place.
Obviously, for that to work, libfst22 and libfst26 need to be co-installable,
so that would need to be tested. It seems the last upload had the intention to
enable that, but the provides was probably missed.
