This is due to the dependency on libopenmpi-dev which was added in

https://salsa.debian.org/science-team/ompl/-/commit/172979d27734afcebab5d6274427aabbb336fede

which is not available in armel, armhf and i386.

@Leo: is there any reason for that dependency? I don't find anything 
related mpi in the source code.
