Bug#1099764: python3-opencv: missing dist-info directory

Dear maintainers,

the CMake option OPENCV_SKIP_PYTHON_LOADER=ON also prevents generating 
opencv_python-4.6.0.dist-info, but it might be possible to directly call 
setup.py from <source-root>/modules/python/package/ to generate this 
directory with all the necessary files in there.  The situation for 
version 4.10.0+dfsg-3 in sid and trixie is the same, 
opencv_python-4.10.0.dist-info is missing.  Could you please let these 
directories and files be installed with the package python3-opencv.
