Bug#1100559: timbl: using icu but missing libicu-dev explicit dependency

Thanks for your very nice patch.

I asked upstream/debian maintainer, they said:

[ "yes sure, excellent" ] about you taking care of the upload in an NMU.  If
you prefer not to, that's fine too and Ko van der Sloot, Maarten "proycon" van
Gompel, Ko van der Sloot or I myself will take care of it.
