Bug#1101519: openmpi: Spurious build-dep on libpsm-infinipath1-dev

openmpi has a build-dependency listed on libpsm-infinipath1-dev, but it
doesn't use it, and builds successfully without it. The `--with-psm` argument
that we pass to configure no longer does anything.

Infinipath-psm is
unmaintained upstream for over 10 years, is FTBFS, and we should probably
minimize any requirements for it.
