Bug#1101533: pytorch-geometric: Failing autopkgtests

Hello.

[ This is just to make it explicit ].

The autopkgtests for this package are failing, and I guess that they
need to pass before the package can propagate to testing.

In 2.6.1-3, I've disabled the tests which can't even run because the dependencies
may not be installed, but the remaining ones will still need to be fixed.

Note: I also tried (in my private fork) adding a salsa-ci.yml file but the
package does not seem to build ok in Salsa CI, so that change will have to wait.
