Bug#1120517: tango-db systemd service script should support running mariadb on a different host

The tango-db systemd service script requires mariadb. Although it is
the most common setup to have both
tango-db and mariadb-server on the same host, we also support having
them on separate hosts.

So maybe a debconf question which defaults to the common setup?

A related problem with the systemd service script is that it does not
depend (Wants and After) on network-online.target. So if
the TANGO_HOST is a DNS address tango-db startup fails.
