[c-blosc2] Transition to v2.22.0

Dear Frederic, dear all,
the upgrade from c-blosc2 v2.17.1 to v2.22.0 requires a change in the 
SONAME and hence a transition.

I'm preparing the transition and it should be quite simple, but I would 
need the support from a DD to sponsor the upload to experimental that 
will go in the new-queue.

The package is ready in salsa [1].
I kindly ask to review and upload at your best convenience.

The following source package need to be rebuilt:

* adios2
* pytables
* zmat


I will make a request to schedule a binNMU for the above mentioned 
packages on all architectures.
