Dear maintainer,

I've prepared an NMU for epics-base (versioned as 7.0.8.1+dfsg1-7.1)
and uploaded it to DELAYED/15. Please feel free to tell me if I should 
cancel it.

The C++ fix is a backport from 7.0.9.

C23 fixes are missing in 7.0.9, and there are too many on the 7.0 branch
for fixing the build with reasonable effort through backports.
