   * Fix FTBFS with GCC 16 (Closes: #1143720):
     - Add fix-gcc16-unused-but-set.patch: drop variables that are set but
       never read.
     - Add fix-openmp5-deprecated-set-nested.patch: replace omp_set_nested()
       with omp_set_max_active_levels().
   * Refresh packaging:
     - Bump Standards-Version to 4.7.4 (no further changes).
     - Bump debhelper-compat to 14.
     - Drop redundant Priority and Rules-Requires-Root fields.
     - Add python3-numpy-dev to Build-Depends, it now ships dh_numpy3.
       Fixes lintian error missing-build-dependency-for-dh_-command.
   * debian/watch: switch to the version 5 GitLab template. The version 4
     line scraped the /tags HTML page, which no longer matched anything, so
     uscan could neither report new releases nor find the packaged version.
   * debian/copyright: correct the licensing after a full licensecheck review.
     - Files: * is GPL-2+, not GPL-2; the headers say "v2 or later".
     - py/3rd-party/pygts-0.3.1/* is LGPL-2+ (GNU Library GPL), not GPL-2+.
     - Add paragraphs for the OpenFOAM-derived files (GPL-3+), the two BSD
       licensed cMake modules, the GPL-2-only pkg/levelSet volume sources and
       the missing debian/* paragraph.
   * Add debian/lrc.config to skip scripts/RPM_packaging/, where licensecheck
     reads the RPM "License:" tag as the license of the spec file itself.
   * debian/salsa-ci.yml: enable licenserecon and use the recipes/debian.yml
     include.
   * Drop the unused debian/upstream/signing-key.asc. It expired in 2023 and
     no signature was ever verified against it, which made lintian emit
     debian-watch-could-verify-download and
     orig-tarball-missing-upstream-signature.
