Bug#1126889: dh-fortran: Defines DEB_BUILD_OPTIONS in debian/rules

Hello again.

I noticed that debian/rules defines DEB_BUILD_OPTIONS with the purpose
of disabling tests. Assuming this is a leftover from the first
release (under the new name dh-fortran), the attached trivial patch
should remove such line.

On the other hand, if you still need to disable tests, please
remove the line anyway and use an empty override_dh_auto_test target
instead, which is the orthodox way.
