britney ran a slepc4py test with liblapack-dev without openblas,
https://ci.debian.net/packages/s/slepc4py/testing/ppc64el/68373836/
so slepc4py has now migrated to testing.

So there's no urgent need to rush the new openblas version,
not for slepc4py at least.

It's curious that the passing slepc4py test did use openblas64 for the
64-bit tests, but passed anyway. Apparently the gesvd error is only
triggered in the standard (32-bit) build.
