I tested openblas 0.3.31 from experimental on the debian porterbox.
Good news is slepc4py passes tests with it.
"Bad" news is slepc4py also passes tests with 0.3.30 on the porterbox.
Looks like it's a tricky bug to reproduce, perhaps it depends on which
POWERPC its running on.

I tried getting debci to run the tests, but it's not set up to force
installation of alternative packages, so doesn't actually install
openblas for the test. I filed Bug#1126997 about that,
They can probably add the feature soon.

Anyway from slepc4py's perspective openblas 0.3.31 is ready for
unstable. It won't make things worse, at least.
